Re: US Government torture and mind control victim since 1995, Darpa experimenting on me with new torture technics.
Date: Sept 9th, 2011

To: Amy Guttman and Benjamin Davis:

I know this subject of Mind Control and Torture by United States of America though certain Government agencies is hard to handle but I will make it brief. I have tried to contact the office of US Federal Prosecutor, I have spoken with his secretary who is very nice and took down my information. Yet his office nor did Federal Prosecutor John Durham contact me back. I gave them two tries the first once months ago and last was 2 weeks ago. It seems John is more worried about the people at Guatanamo Bay, then an American 46 year old citizen who was born in Dallas Texas,
raised in New York City and educated in Boston. I am writing to you both since I know your fields touch
on the base of Liberty and Justice. My goal here is not to be famous, I want the torture to stop and I also
want Justice done.

I filed in 2003 a claim against the CIA, I did it myself with paperwork I received from the Federal building. The amount was 40,000,000 for personal injury resulting from mond control, physical and psychological torture and radiation experiments conducted by the Central Intelligence Agency. My claim was denied. Department of the Army, Office of the Judge Advocate General, Fort Meade, Maryland. Eastern U.S Torts Branch 03-351-T064. Seems I did not sue within two years of the finding of an implant under my teeth (after bike accident I went to chiroproter who did an old fashion x-ray from the side of my skull you can see a dark box under my gums I asked the chirporotoer what that was and he said he never say that before), and also did not sue the right agency. So Melvin G. Olmscheid, Colonel U.S. Army, Chief Tort Claims Division wrote to me rejection letter. Also you should be aware that after I left NY with almost two years of torture I wanted to change my name. When I contacted Dallas Hospital thatI was born in I got in the mail a birth Certificate and a death Certificate number.

Know the sad part. I was tortured while working for HBO Inc, as a receptionist for Management. To be brief, it included electric shocks small as first then so much larger that my entire body convulised. Sleep depreviation, feeling cold, body movement parts so would not sleep. Throat closing to could not breath(done with magnets, NYTimes did article after it happened). Being able to see with eyes closed in full definition, Seeing a small tiger play on my pillow when just waking up with eyes open. I was told to come to Boca Raton since had some family and since the war was going to start. So bought a Sabb for 2,000 dollars and left. It seems when I got there even though I was
working for the Chairman of HBO Inc.and had a great resume in Architecture. I could not find a job, only did temp work. Finally my adopted parents forced me into Social Security disablity at the age of 38. When I just arrived in Boca Raton, Leonard Tarr, the attorney that adopted me asked if I had ever scene“The Conspiracy Theory” while waiting for a movie to start. I sad no but my whole life is a conspiracy. Later that week I got the video and found all about the CIA’s MK-Ultra project and project Paper Clip. In later years as I was being tortured from 2003 till present they my adopted parents would say this: Leonard Tarr - stick with it, face your deamons. My Mother Shelley Abraham would at first call your doctor and up your meds, finally she said lets call the people doing this to you “the force’, and finally her
husband my Step Father at one point told me “they will let up”. It was only after I saw Colin Ross video
on youtube did I become aware of the hidden problem and that all the doctor’s know, and just give you
meds. Even thought I really never took the meds at all, since I always new I was being used and trained.

To make this brief over the years the torture has always changed and I know believe it is the Darpa agency since I see articles that relate to me. Such has having a digital buddy, basically a chipin brain to help or hurt. or the advanced torture Technics they have been doing to me since Feb 2010. I also found that article, Its basically many voices and thoughts coming at you all at once. Kind of like if they wanted to use a super computer on your brain. Just like the one IBM just announced with Darpa. Also being hit with non-leathal weapons - when your whole body feels tingles, the intense pricks till you faint. Being a sex-slave, then a robot (by listening to voices for small things then everything) to being sub human. And this past year changing my sensuality from gay to straight. You see what they do is blame you for doing something bad so they can torture you.

To end after I left NY and studied in Boston. It was a 2 year school at Boston University, College of Basic Studies. My Capstone which was given to me was Chemical and Biological Weapons. After graduating I asked my self should we be an Architect my dream since 15 or join the CIA. Obviously my mind was not my own even then. So I went for Architecture at the Boston Architectural Center. While doing working in Harvard Square for architects and going to school at night. During that time I followed was called “Open Architecture” which later became the internet. Also followed and visited through school MIT - Media lab. Doing high tech experiments on the internet and cyperspace. When Working for HBO Inc. I wanted to get involved with Multi-media, later the internet. By this time I realized I was bionic and that I had the internet within my body abling me to see with my eyes closed a beach any where in the world or a sheet of paper. This technology can be used for good or for bad.

I did not ask, for this experiments to be done to men. The torture over the past year and a half has made me cut ties with my adopted parents for not only do they not contact anyone for help the tell my nieces and newphews that I am Shizophenic. I showed them articles but know that I know they are involved which I kind of did since 1997 when I left New York. Only one person on the list above has contacted my back with a phone call and email and then that person stoped during the Bush Adminstration. I really need some kind of contact. I am very well educated and won’t be taking any pills the FDA appoves thats for sure. I do yoga and swim in ocean on the Fort Lauderdale beach and am very
sane. I know the truth, I am at peace, just all alone.

Please try and contact an attorney that can take on my case. Maybe even nudge John Durham. Thanks for reading. Thanks for being the one’s who are the side of Truth and Justice.

All the Best,
Kevin Marc Tarr

GUANTANAMO BAY NAVAL BASE, Cuba (AP) -- Attorney James Connell has visited his client inside the secret Guantanamo prison complex known as Camp 7 only once, taken in a van with covered windows on a circuitous trek to disguise the route on the scrub brush-and-cactus covered military base.

Connell is allowed to say virtually nothing about what he saw in the secret camp where the most notorious terror suspects in U.S. custody are held except that it is unlike any detention facility he's encountered.

"It's much more isolating than any other facility that I have known," the lawyer says. "I've done cases from the Virginia death row and Texas death row and these pretrial conditions are much more isolating."

The Camp 7 prison unit is so shrouded in secrecy that its location on the U.S. base in Cuba is classified and officials refuse to discuss it. Now, two separate but related events are forcing it into the limelight.

In Washington, the Senate Intelligence Committeevoted on April 3 to declassify a portion of a review of the U.S. detention and interrogation program in the aftermath of the Sept. 11, 2001, al-Qaida attack. The report, the release of which is opposed by the CIA, is expected to be sharply critical of the treatment of prisoners, including some now held in Camp 7.

And on Monday, a judge in Guantanamo will open a hearing into the sanity of one of those prisoners, Ramzi Binalshibh, whose courtroom outbursts about alleged mistreatment in Camp 7 have halted the already bogged-down effort to try five men in the Sept. 11 attacks, all of whom are held there.

Both issues are deeply intertwined. Binalshibh has accused the government of making noises and vibrations inside Camp 7 to deliberately keep him awake, reminiscent of the intentional sleep deprivation, along with other forms of abuse, that his lawyers say he endured at the hands of the CIA from the time he was captured in Pakistan in September 2002 to when he was brought to Guantanamo four years later.

Military officials deny doing anything intentional to disrupt his sleep. Prosecutors say his accusations are delusions, though they still believe he is mentally competent to stand trial. His lawyers say he is competent, but are not convinced officials have adequately investigated his complaints.

His mental state is somewhat murky. Court records show Binalshibh has been treated while in Guantanamo with medications that are used forbipolar disorder and schizophrenia, but he did not participate in a court-ordered mental evaluation in January.

The commander of Camp 7 is expected to testify at the hearing as are three military psychiatrists who have examined Binalshibh, according to a witness list disclosed Sunday. All will testify under pseudonyms at a proceeding likely to last until at least Tuesday.
The judge, Army Col. James Pohl, could decide to sever Binalshibh from the case against his co-defendants, all of whom are being tried by military commission on charges that include terrorism and murder and face the death penalty if convicted.
Another possibility is that his inability to sleep and his fevered outbursts in court, which prompted the judge to order him removed from the courtroom in December, are a result of post-traumatic stress from his treatment at secret CIA interrogation centers known as black sites, said Anne Fitzgerald, director of the research and crisis response program for Amnesty International.
"The problem is that because everything is done in secret and there is so little opportunity for even the lawyers to have access to their clients it's difficult for anybody to figure out what is actually happening," said Fitzgerald, who is at the base to observe the sanity board proceedings.
Camp 7 has never been part of the scripted tours of Guantanamo offered to journalists and there are no published photos. It's not even mentioned on a military media handout about the detention center, which otherwise notes that the military "conducts safe, humane, legal and transparent care and custody of detainees."
Military officials, while insisting that they adhere to international human rights standards, refuse to describe Camp 7. "I'm not even functionally allowed to discuss the place," said Army Lt. Col. Todd Breasseale, a Pentagon spokesman.
A few facts have come out through government reports and court testimony. It apparently holds 15 of the 154 prisoners at Guantanamo. Those held in Camp 7 include Khalid Sheikh Mohammed, who has portrayed himself as the mastermind of the Sept. 11 attack and is on trial with Binalshibh. Also held there is a Saudi prisoner charged with orchestrating the deadly bombing of the USS Cole in 2000.
The men are apparently held in solid-walled cells - as opposed to the cage-like structures used soon after the U.S. began using Guantanamo as a prison in 2002 - that are intended to limit their ability to communicate with each other, and they are allowed up to four hours per day of exercise, according to a Government Accountability Office report.
The secret camp also is apparently falling apart.
Marine Gen. John F. Kelly, commander of Miami-based Southern Command, told Congress that Camp 7 has become "increasingly unsustainable due to drainage and foundation issues" and needs to be replaced. But officials balked at the proposed $49 million price tag and the military scrapped the idea for a replacement and is making repairs out of existing funds, said Army Col. Greg Julian, a spokesman for Southern Command, which oversees Guantanamo.
James Harrington, a lawyer for Binalshibh, said he does not believe problems with the foundation - which Julian described as "heaving and shifting" - are responsible for the vibrations and sounds that his client says keep him awake.
The judge granted all five defense teams a request to visit Camp 7 one time for up to 12 hours to inspect conditions. Because of an ongoing dispute over the rules for handling classified evidence however, only Connell, who represents defendant Ammar al-Baluchi, has been inside. He went in August, riding in the van with windows covered in heavy-duty paper and a makeshift interior barrier so he could not see the driver.
It is not clear whether one visit closely monitored by prison authorities would reveal the cause of Binalshibh's distress. His previous military lawyers, Navy Cmdr. Suzanne Lachelier and Lt. Richard Federico, were allowed inside Camp 7 in November 2008 for about two hours. With Connell, they are the only other defense lawyers known to have ever been inside the facility. They could not determine a cause for his complaints.
The secrecy and security, Lachelier recalls, seemed excessive then and she remains skeptical. "There's no way to explain the security measures that they use from the perspective of the safety of the guards or the safety of the detainees, beyond that they must be hiding something."
