Korea
Saturday November 20th 2010
- North Korea shows off fully equiped nuclear plant. “stuns” scientists and now allows North Korea a second was to process nuclear bomb.
- US Special envoy to North Korea - Stephen Bosworth rules out future 6 party talks. “Negotiations wont start up again until N. Korea takes action to curb its uranium-enrichment program”.

Tuesday November 23rd 2010
10:00 AM
- Pyougyang accused South of firing first. South said was conducting exercise but shelling was
directed away from the North.
- North Korea shelled island for 1 hour doing damage and killing 2 civilans and 2 military.
- South Korea fired 80 rounds into N. Korea.
- President Lee myung-Bak  calls for retaliation.

Thursday
- South Korean Defense Minister resigns

Friday
- South Korea names new Defense Minister
- N. Korea uses artillary within boarders. Rhetoric of coming war games which were planned.

Sunday Nov 28th
- China calls for emergency 6 party talks in Beijing hours after US and S. Korea begin miltary exercise. Wu Dawei calls for resumption of 6 party talksto be held in China in early December
for the following week.
- Note: Special envoy Bosworth said US not taking part in 6 party talks after US scientist visits newly unvailed nuclear plant before North Korea fired.
- South Korea FM said that China’s proposal should be “reviewed very carefully” and noted that North Korea’s recent revelation of a new uranium-enrichment facility shown to Western scientists last weekend could signal an expansion of N. Koreas nuclear program. That the recent killings of 4 South Korean is not the best time for a meeting of 6 party talks.
- Tokyo will coordinate with Seoul and Washington in response to China’s proposal.
- Note: Lee to make statement to Nation.
- Chinese State Councilar Dai Bingguo visits Lee. Lee states: that China should contribute to peace in a “more objective, responsible and warned S. Korea would respond “strongly” to any further provocation. Lee office said in statement

South Korea reaction to China’s Emergency Meeting ~
A strong sense of disapproval pervaded in the conservative ruling Grand National Party (GNP) over the effect of the Chinese offer. "It (the Chinese proposal) can't be a solution to the situation after a provocation has taken place. It's disappointing," Rep. Bae Eun-hee, a GNP spokesperson, said.
Bae said any dialogue in the six-way forum will be "meaningless" without an apology and responsible actions by North Korea for its artillery attack on Yeonpyeong Island on Tuesday.
Ruling party lawmakers blamed the Chinese government, a major political ally and economic donor for the North, for evading its responsibility as a superpower in the region. Beijing has called for restraint on all sides but stopped short of criticizing North Korea for the attack.
"It's profoundly disappointing that China appears to be failing to understand the sense of seriousness and urgency that the South Korean people are feeling toward this incident," said Rep. Gu Sang-chan of the GNP, who is well-versed in Chinese affairs. "I think China, as one of the two superpowers along with the United States, is neglecting its responsibility for the international community."
Lee "made clear that it is not an appropriate time to discuss" the matter when Chinese State Councilor Dai Bingguo raised resuming the long-stalled nuclear talks that it chairs, said the senior presidential secretary for public affairs, Hong Sang-pyo.

- North Korea deploys SA-2 surface to air missiles to West coast,  allowing to target war games
near the NLL - Northern Limit line. SA-2 13 - 30 KM. Other missiles have been placed in launch pads, Samet & silkworm 95 km.

9:25am - Sunday
- N. Korea sheels within Boarder again.
- N. Korea accuses S. Korea of uses human shields on island of last weeks shelling. States: “if the US brings its carrier to the west sea of Korea, no one can predict the ensuing consquences”.
- Lee: South Korea warns N. Korea of any future attacks in state address.
- Wiki leaks: China sending arms to Iran via North Korea - TRUE.

Monday
- South Korea cancels live rounds on Island during war games to reduce tension.
- Meeting: Dai Bingguo, Chinese State Councilor to meet with Lee in Seoul.
- Rice, US Ambassdor to UN meets with Security Council. Stressed China should do more. US looks “to China to play a responsible role in working to maintain peace & security in that region.

Tuesday
- China hosts North Korean diplomat
- US, Japan and South Korea to meet next week in Washington.
10:30AM
- China calls for talks. FM spokesman Hong Lei
       1. China wants the latest N. Korea tensions resolved through negotiations.
       2. China believes that Parties concerned will take its proposal seriously and make a positive reaction.
- North Korean official arrives in China for 4 day talks. Choe Thae-bok, Secretary workers party
and Kim Yong-il, Director of international relations to meet with China head of Legislature.

- Japan FM Seiji Maehara. “Impossible”  Japan will not participate in negotiations with North Korea (6 party talks) if the country does honor previous agreements.
- Pres. Carter arrives at White House to meet with NSAdvisor.

5:30pm Tuesday
- Lee rebukes ministers for week response to North Korea attacks.
- South Korea changes rules of engagement.  “We plan to make supplements to guarantee conditions for punishing the enemy. Plan to differentiate the levels of response to attacks on military vs. civilans.

BEIJING — China's foreign minister on Wednesday called for all parties involved in the Korean peninsula crisis to avoid actions that "inflame the situation".
"The parties concerned should keep calm and exercise restraint, and work to bring the situation back onto the track of dialogue and negotiation," the agency quoted Foreign Minister Yang Jiechi as saying.

"China decides its position based on the merits of each case and does not seek to protect any side,"
"Showing power and confrontation is not a solution to problems and not in the interests of related parties,"
"Stability on the Korean peninsula is conducive to all. Chaos there is detrimental to all."

Yang also said ties between the United States and China in the Asia-Pacific region should be "cooperative and win-win"."It is important to note that China-US relations in the Asia-Pacific region should be cooperative and win-win, not a zero-sum game," he said.Xinhua said Yang added the two sides should properly solve their problems through candid dialogue.
